The TUTKOVSKY International Hub of Natural Resources is the operational centre of a wide network of partner enterprises. It brings together the interests of services and products suppliers and their customers – investors, production companies and governments that implement projects – and programmes the use of natural resources in the different countries of the world. The TUTKOVSKY services cover the natural resources, the most vital for any human activity: energy, minerals, and water and land.

The supreme management body that coordinates the activities of the partners of the TUTKOVSKY International Hub of Natural Resources is the General Assembly of Partners. The competence of the General Assembly (in particular, but not exclusively) includes the solving of the following issues:

determination of the Hub’s strategic objectives and the priority directions of cooperation of partners on the appropriate period (calendar year, as a rule);
public hearings and discussions of results of cooperation and collaboration between Hub partners for the appropriate period (calendar year, as a rule).

To represent the interests and positions of the network of partners in the period between the General Assemblies, and to ensure transparency of the Hub’s activities and to provide analytical and expert support of its work, the General Assembly elects, from among the partners’ representatives, the Advisory and consultative body of the Hub – the Expert Committee, which consists of working groups by areas of activity.

TUTKOVSKY PLC is the holding company of the TUTKOVSKY International Hub of Natural Resources. It is this company, according to the Memorandum on cooperation in the implementation of projects on the use of natural resources within the framework of the TUTKOVSKY International Hub of Natural Resources (further – Memorandum) from January 15th, 2015, that performs functions of the operational centre of the partner network, such as organizing internal communications, marketing and sales, selecting general contractors and executors of projects on the basis of transparent internal competition in the Hub, legal and economic support and project management, ensuring the representation of the interests of partners and their participation in the Hub management through a convening of the General Assembly of Partners and Expert Committee of the Hub.

The holding company of the International Hub – TUTKOVSKY PLC – appoints the operational company from among the affiliated enterprises. The operational company – a legal entity – is determined by the decision of the Board of Directors of TUTKOVSKY PLC to ensure compliance with the terms and conditions of Memorandum of the TUTKOVSKY International Hub of Natural Resources, to ensure the continuous coordination of activities and cooperation of the Hub partners, to involve them into implementing projects on the use of natural resources, to represent the interests of the Hub and its enterprises, to advertise other activities on behalf of the Hub. In accordance with the decision of the Board of Directors of TUTKOVSKY PLC, the
Tutkovsky Ltd. has been appointed as the operational company.

The hundreds of companies, establishments, organisations supporting the objectives of the Memorandum of the TUTKOVSKY International Hub of Natural Resources are members of a network of the Hub partners. The network of partners includes:

suppliers of services and products affiliated with TUTKOVSKY PLC;
independent suppliers of services and products;
customers of services and products.

Partners also are individuals: Industry experts, developers and owners of technologies, know-how, patents, etc.

In developing new approaches to ensure the efficient and balanced use of natural resources, the Hub partners coordinate their own research, discuss them at scientific conferences, and highlight them in publications. Implementing the ideas of corporate citizenship, the partners combine their efforts to implement a number of joint social projects, thanks to the powerful platform of the International Hub; they can implement the most advanced breakthrough high-tech solutions.

Joining the Hub

Partners of the TUTKOVSKY International Hub of Natural Resources can be legal entities and individuals who have contractual relations with the holding company, TUTKOVSKY PLC, or with the operational company, Tutkovsky Ltd., or any company affiliated with TUTKOVSKY PLC.

TUTKOVSKY PLC performs the functions of an operational centre for the business of the partner network, organizing marketing and sales, selecting general contractors and project executors on the basis of transparent internal competition in the Hub, legal and economic analysis and project management, ensuring the representation of the interests of partners and their participation in the Hub management. Thanks to this management structure, Tutkovsky PLC controls the effectiveness of the use and seeks to achieve the highest profitability from the investments, bears full responsibility to the client for the end result.

Tutkovsky PLC, through the operational company, delegates to the partners the power to represent, as a general contractor, the interests of the Hub and its partners before clients, including through participation in tenders and purchases, as well as the use of the Hub’s trademark.

Tutkovsky Ltd. is a legal entity determined in accordance with the decision of the Board of Directors of TUTKOVSKY PLC as an operational company of the Hub, which performs the following functions:

ensuring the procedure of joining the Hub;
coordinating the ongoing cooperation and interaction of the partners of the Hub;
creating common marketing base for the services and capabilities of the Hub partners;
conducting an expanded marketing company to promote the Hub’s capabilities and forming a common customer database, and also providing a network for agents and local partners in countries where the Hub has its own interests;
representing the interests of the Hub and its partners before the bodies of State authorities and local self-governments, enterprises, institutions, organizations, regardless of the form of ownership and subordination, public, international non-governmental organizations, etc., solely on issues related to the Memorandum and within the framework of the Hub activity; deciding on the use of the Hub’s trademark in marketing, advertising, and representative purposes;
generating large-scale projects based on the offers of customers and suppliers of services and products; creating common project database; providing information to partners on potential projects; selecting the optimum suppliers of services and products;
providing comprehensive informational support of the Hub’s partners through the Hub’s website;
managing projects in the form of a single project window, that is, introducing a unified system for managing network projects, providing transparent procedures of monitoring and implementing projects.

In its activities, the operational company relies on expert and analytical support from the Hub’s Expert Committee, and coordinates its decisions with it, where necessary.
